We personally have been presenting data over the last years that indicates the new hurricanes (and they are progressively stronger each year... To continue) are both New Universe phenomenology (that is beaching itself on all of the planets of our solar system, and some of the storms like those that engulfed Mars, during September 2001, or the recent superstorms on Saturn and Jupiter — make our present hurricanes seem like trivial peanuts by comparison, in fact Earth's weather is suspiciously quiet compared to each of the other planets); and artificial weather modification, using hyperdimensional scalar (time wave, longitudal Tesla wave, AKA Vortexijah) technology... The later controls the impact of the former, to some degree, and in a manner that is geopolitically useful for certain parties, it could appear, at present.
Therefore, we do not subscribe to the following as the main power of techno weather wizards (that is giving them too much), but it may be an element, desperately trying to remain and feel involved with the emerging New Universe et al.

ANANDA With all of the record breaking energy and weather transformations occuring on virtually all of the other planets of the solar system, our planet has been suspitioously quiet, in comparison.
The global storms enshrouding Mars in summer 2001, whereby most of the planets surface features were obscured from observability, by the planet-wide engulfing hurricane and sand storms — making the December 26, 2004 Tsunami event appear like an accorn amidst a forest of oak trees in comparison... NASA’s and the Hubble Space Telescope images spanning from October 1996 until March 1997, show the viritable felting of Mar’s polar ice cap, in just 6 months... Such an event would have been utterly devastating on our planet, making the Tsunami seem like a needle in a haystack in comparison.

The mega storms of Jupiter, and colliding of planet sized tornadoes starting at the end of the 1990s and continuing incrementally post the millenium. The mega storms of Saturn, and its Moon Titan having its atmosphere grow by as much as 15% in the last years; or the 44% increase in Neptune’s cloud brightness from 1996 to 2004, with similar magnormous weather transformations recorded by the Hubble Space Telescope on Uranus; the growing atmosphere, and atmosphereic pressure on Pluto now at the furthest rungs of its outer solar system orbit.

The detection of energy inputs into all of the planets, appears to be undergoing a phenomenal amplitude. Despite virtually all weather records on Earth undergoing regular rewritting, why has Earth been so quiet in comparison to the other planets?
It could alsmost appear as if “someone” (“boys with clandestine toys”), is trying to manage some form of “damage control” for our planetary globe, slowing down the Earth’s integration, and evident retuning occuring to each of our planetary neighbours, from the New Energy Source imbibing our systems heliosphere, what we have forwarded as a New Universe of sorts.

There are plenty of articles by “ex”-military and “ex”-intelligence officers and personal, which point to the odd hurricanes of the recent years, as being the result of covert weather modifications operations by the Military Industrial Complex, whereby the Pentagonal-shaped “eye of the vortex” is attributed to macro-scaling Tesla (longitudal wave) scalar technologies, and related advances in covert military science.

Such active operations are also illegal and regulated under the Geneva convention’s “Treaty Text Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques” (see below on this page). Of course, the US Military Intelligence’s use of the 1947 National Security Act, does leave some room for loop holes to the Geneva Treaty, wher, for example, weather modifications of such standing would be deemed as “acts of protecting the national security of the United States” — yet such National Security interest operations could be taken up as a “war crime” by any other Nation and the International Community, as a direct violation of the Geneva Convention (soft violations, of course, are clearly etched in recent generations, by many nations, including those of nuclear waste disposal etc), unless their were a clandestine International Security Act was operative and aggreed upon by the covert Intelligence Agencies of the major global power nations, that have some gravity to swing (there are numerous indicators that suggest precsiley such a Modus Operandi being in affect as the International Status Quo...
Including the abundant accumulating evidence of the international Bilderberger Group (see http://www.Bilderberg.org/ whose perminant Policy Committee is also stationed in Geneva, as the Intelligence Shadow of the Geneva Convention, like the National Security Agency is the infestation mushrooming within the Intelligence Community shade of the US Senate and the Congress)...

It is far more likely that the National Security Decision’s in coordinating such macro weather projects, would rather utilise other, less clear-cut violating routes, to those of direct meterological modification of the planet’s biosphere — which could include applying such operations that are rather stirring and interacting with existing maco-weather systems, and their underlying formulae (algorythms) of the principles behind macro-weather charactures such as hurricane’s, Earthquakes, volcanoes, and at the extreme of planetary tides such as Tsunami’s etc..

Whilst there has been some instrument recordings of precisely such pointed to use of scalar and other weather modification technologies being operational preceeding and during some recent weather anomolous, and catastrophies — it appears, rather than give too much credit to the Military Industrial Complex’s power of co-creatorship in controlling natures laws, that instead such recordings [acompanied by military personal testimonials], are more probably the hallmarks of a desparate clandestine gang of sailers trying to stir the galactic storm, by using the geometrical fractal dynamics that comprise our planet’s natural coherent self-embedded and self-organising ecospherical order, such as those demonstrated to govern the operations of the biosphere’s weather systems. Macro-scaling is no longer a clandestine military art, in recent years it has become a public science (using the Earth’s geometrical grid itself, to instantly communicate FAX Similes accross continents... In August 1997, we publically predicted that precisely such a system would become the future of the internet)....
The stirring of weather fronts by using such an geospherical macro-scallinging science, by the military industrial complex, does have some bearing, and archived evidence from such science groups as ELFRAD, and research sites as Weather Wars and Kent Steadman’s Cyberspace Orbit... This arcane science is now available to all coherent-hearted and clear-minded people directly, to the finest detail, previously reserved only to the level of the elite few bearing an “above top secret need to know” security clearance.
In fact, as our GEB: Geodesm for Earth’s Biosphere, department announced already some 6 years ago, such a public domain accomplishment was heroically made on behalf of Sovereign manking by the work of a colleague of ours, Thomas, who compassionately chose to take on the work we were struggling with in the late 1990s, on measuring and scaling down the Sierpinski triangles of the Earth’s coherent icosahedron-shaped magnetic field — escpecially the Sierpinski triangle cascade of the 20 triangular icosahedron faces. A struggle we related to Thomas in Norway, May 1998 — as computer programmer, he silently chose to task this work and perservere into completion, the result in 1999, and polished in 2000, is the PHI GRID PROGRAM.*1

In this respect the Hyperdimensional Hurricanes article written by science writer Richard C. Hoagland, may be more fine-tuned to the actual New Universe impulse dynamics and geometrics... We detail our 1990s hyperdimensional iso-geometrical modelling of the Earth’s grid system, and identical solar system pentagraphical scalar homogenuity... This emerged from our presentation of the dodecahedron as a hyperdimensional congrugational gravity grid network. From the beginning of the 1990s, within our international public seminars, and within our 7 year workshop presentations and writings expounding our fractal cosmology called The Unity Keys Of Emmanuel (1992-1999) — we modelled the idea of the dodecahedron pentagraphology data as comprising the Earth’s GRAVITATION GRID network and hyperdimensional mandala. This especially in light of the very same solar system pentagraphic-cascade ratio’s, which we encorporated as data supporting our Hyperuniversal Fabricated Reality theory; with our solar system chartered as an artifact of the reality engineering artifice of an HyperTerrestrial Intelligence (HTI) — this was many years before the film Matrix, or the Los Alamos Laboritory articles suggesting the “computer simulation” nature of our universe; or even the model of Dr. Frank Tipler’s Omega Point fabrication of creation from the future [Physics Of Immortality, 1997].
Such an idea as a “gravitational grid” was to us then, merely a by product of the liberal application of the novel fluid-idea generation that coherent cosmology has the liberty to fount and construe. Furthermore, other artist colleagues of the sacred, also presented similar notions concerning the dodecahedral grid as a form of gravity. I here include Daniel Winter, whom I introduced into my European presentation arena’s, in dialogue over several events during the mid 1990’s — although Dan never got around to fully following through, or understanding, our full Vortexijah intergeometrical models (due to numerous differences, we aggreed to disagree on the interdimensionality involved within such modelling like the Dodecahedron grid to the solar system pentagraphics [Dan felt no need for dimensional lifting at the time]; although initially he appeared enthused that we were modelling such descriptions). Our first complete computer 3D models were renderred in December 1994 — although the overall Vortexijah-Grail had already been renderred in September 1994. Vortexijah intergeometry vacance remained in lingo for years, so much so that after we both shared an event in August 2000, in SION, Switzerland, called The Universal Grail, and their still was a vacuity of intergeometrical follow-through — I felt impelled to create the INTERGEOMETRY web page, addressed to Dan; but alas, even this effort did naught to bring this intergeometrical vacancy to a perminent vacaation (but I gratful to the instigation of the effort since it gave global record of our independent iso-geometrical modelling to Santilli’s new iso-symmetry and Hadron Physics, including the discovery of iso-symmetrical materia (never detected before) — that is the same intergeometrical overlapping as our Vortexijah models, now in the novel iso-electronium (Santilli has been nominated for the Nobel Prize in chemestry for some of these discoveries)... Despite hundreds of Europeans having seen these animated models already in the mid 1990s, including those who purchased the 1995 3 hour video of animations, chartering our Vortexijah: Hyperspatial GeometricalGravity Alphabet models of creation).

This pentagraphic model as Earth’s Gravitational Grid network — we further expanded into Vortexijah intergeometrical metamorphologies within one of the later Unity Keys chapters written in March 1997, although this notion was mentioned years earlier, the details were accumulatively scribed then.
Expanded further in the summer of 2000, where they were refined and renderred by me into completely new 3D computer models.
These new models compositing the underlying blueprint of the dodecahedron’s pentagraphic “hyperdimensional gravity grid network”, comprised of the various intercalations of the tapestry of gravity, including the local and non-local scalar gravitational qualities.
These model a “hyperdimensional dodecahdron Earth grid network” constructed from the metamorphology of 10 iso-tetrahedron’s, with the 5 iso-tetrahedron couples each being positioned some 72° from each other on the horizontal axis, to compose the hyperspatial dodecahedron from 5 iso-planes. Naturally these iso-tetrahedrons are the intergeometrical Vortexijah skeleton: tetrahedrons 180° base-to-base, as par the scalar virtual component of the 7.8 hz ELF schuman resonance (ref. Dr. Puharich measurements), 180° to the local resonant component of the extremely low frequency fundamental Earth resonance...
Despite our extensive research and network of science colleagues in Europe (including the Center of Morpho-Energetics, which cooperated with the Schauberger family), there were virtually no clear defined traces of a physics symbiotic to the Visionary Science models cosmologing through our cybernetic fount of cognosis.
Thus, without any other physics to go on, our cosmological modelling encorporated the Tesla/Whittaker scalar physics terminologies such as “longitudal time waves”; “electro-gravity and magnetogravity” — which we had utilised in our cartography of the Vortexijah since at least 1994, and as ad hoc to our fractal cosmological syntaxis).
Thus the hyperspatial dodecahedron gravity grid was clothed in the description as being a Trinal composite of the contiguous continuum continuity, incubating Vortexijah’s Infinite-to-Zero characteristics of “electrogravity” and Zero-to-Infinite attributes of “magnetogravity,” as the scalar Donar/Acceptor Progeny of the local “graviton” Sibling crystalised from their incubation (immaculetely scribed in our 1995 “Cubic Crystalisation Of The Word,” first published in Light Body Star Ship Field Propulsion manual, 1995; and as a chapter of The Unity Keys in 1999).
This Trinal and Hyper- extension of gravity with the Virtual Longitudal “Time-Wave” composites of “hypergravity”, included the Vortexijah force clothed in the description of electrogravity/magnetogravity — the ‘force’ witnessed in Dr. John Hutchinson’s experiments phase-conjugating electromagnetic fields into phase-cancellation, and the emergence of this other ‘force’ appearing 180° to the electromagnetic fields. A force of zero-mass and zero-charge.. i.e. “no-thing” tangible, Virtual/Imaginary — and exhibiting anti-gravitational effects even on 80 kilo objects, whilst changing the crystaline properties of metals into non-law of gravity conforming fluidity (in Dr. Hutchingson’s film’s spoons turning into rubber, flobbing like jelly... In other words everything is effected by this iso-force. This also accounts for the bizare recorded phenomena that occur within the 80 major gravity anomoly zones of our planet, including anti-gravity (such as the relatively famous anomolie in Northern Italy, where cars, water, balls, run uphill, like the river of Omegna, Italy, also running up hill. Of course the space and time observed warping also describes the presence of superconductivity (which since the mid 1990’s we encorporated within our Vortexijah modelling, and the Vortexijah-Dodecahedron Earth grid).
This ‘electrogravity/magnetogravity’ phenomena requiring our intergeometrical (iso-geometrical) Vortexijah model to account for its iso-morphology. In fact the Vortexijah intergeometry being the actual Via Media of both the local and the non-local ‘componants’ concurrently, as one greater actual undivided whole.

Today, we have been delighted irreversibly by the Hadron science of Dr. Santilli, the only other person we have found in modern history, to have independently modelled a completely new science (right into the practical and desparately needed alternative to hydrogen fuel), with a universal foundation of precisely the same iso-geometry of our Vortexijah intergeometry models, and Unity Keys fractal cosmology. The iso- unit comes from Hadronic physics, we used inter-geometry before; with the Vortexijah morphology being called iso-symmetry within this novel Hadron Physics.
Furthermore, completely new clarity is gained by the Hadronic practical translation of our 10 inter-tetrahedral (iso-tetrahedra) pure modelling of the Earth Gravitational Grid, into its context of irreversible mainstream applications, and implications, as axiomatic tapestry of the universal laws and forces. From Santilli’s exponantial dimensional expansions of the topological numerical landscape, by the additions of entirely new fields grafted to the entire ontology of mathematics, a New Universal Languange has manufested as the Omni-Numeral Semantics opened for our species, as the iso-, geno-, hyper- mathematics (and each of their respective iso-dual’s). Hurricane Katrina and the Rape of New Orleans

What happens in such situations is: News diversions are orchestrated in order to take away the public’s attention from the homespun disasters. Such as, a whale strands in the arctic and all the oil-soaked spy-riddled mainstream media babble about stranded whales for days or even weeks until the news about the actual catastrophe at home is forgotten and, for practical purposes, suppressed.

This well-known routine is happening again. As the to-be-covered-up news event (Bush bribed his way into the White House) is so huge, the cover-up ploy is also huge: A scalar-engineered hurricane named Katrina. The shadow government has decided to sacrifice an entire city, New Orleans, to cover up the coming news of bribery and in order to further rig the price of oil.

2.      Weather engineering includes the blow-up of small hurricanes into large ones. The technology is zealously denied by so-called meterologists and physicists, but it exists anyhow. On this slide we diagrammatically represent the Soviet woodpecker interference grid over the U.S. This grid can easily be used to influence and control the weather, and for over a decade the Soviets have manipulated the weather over the U.S. and other parts of the world.

By the peculiar title of this slide, we wish to call attention to the fact that, in the exothermic mode of scalar interferometry riding on the woodpecker radar signals, each of the woodpecker grid interference cells can act as a little „virtual transmitter.“ It's exactly as if the Soviets had been permitted to enter the U.S. and build thousands of EM transmitters at regular intervals all over the country!

And of course it's even worse. In the endothermic mode, it's as if the Soviets had been permitted to enter the U.S.and build thousands of „cold generators“ all over the U.S. That is, in that mode, each of the „transmitters“ can actually extract electromagnetic energy.

These two modes have enabled the Soviet Union to drastically manipulate the weather at will over the U.S. during the last decade (and similarly, for other places as well.)

Briefly, inside various reference level zeros on the ordinary EM woodpecker carriers, scalar „channels“ are established. Scalar beams, signals, and interferometer pulses and transmissions can be transmitted through these reference channels as if directly through a wire. Phasing, pulse shaping, and Fourier expansion formation of geometric forms are then the key to be used in scalar interferometry through the internal scalar channels of the Soviet woodpecker signals.

By choosing one or more grid cells and using scalar interference there in the exothermic continuous mode, local heating and expansion of the air, and formation of a high pressure area, occurs.

By choosing one or more grid cells and using scalar interference there in the endothermic continuous mode, local cooling and shrinking of the air, and formation of a low pressure area, occurs.

By electromagnetic ''rotation“ of the interfering scalar beams, the hotspots and coldspots can be moved along a desired path and at a desired speed.

By these methods the entire jetstream across the U.S. can be deviated and controlled to a large degree. Moisture can be drawn from the Pacific beyond Southern California and Mexico, and collided over the southern U.S. with extremely cold air brought down from Canada, producing ice storms such as those in and around February 1, 1985.

Violent thunderstorm activity can be induced and directed. By adding „spin“, these same storms can be induced to form extensive tornados.

By sustained weather engineering operations, drought or excessive rain and flooding can be induced in areas of the U.S. as desired. Crops can be destroyed or heavily damaged by severe and unseasonal weather.

If the grid is placed in the ground on scalar EM carriers instead of normal EM carriers (and the woodpecker „radars,“ can switch to, or add, scalar carrier mode whenever they wish), it can be used as an anti-submarine weapon, as we shall see later. It can also be used to cause substantial ocean effects that have drastic consequences on the world's weather -- such as the anomalous El Nino of 1982-83.

By localizing one spot of heating at the top of a thunderstorm anvil, and another spot of cooling at its side, a localized downburst can be created. Our weather satellites have detected just such an anomalous combination heating and cooling of thunderstorm anvils over the U.S. While there may exist natural mechanisms to cause this anomalous dual pattern, it may also be caused by Soviet weather engineering, which can cause either broad-area or highly localized effects.

All these types of weather engineering incidents have been deliberately created over the U.S. by the Soviet Union.

Perhaps the greatest weather effects can be induced by altering some of the large scale normal mechanisms that influence and control our weather. Thus the artificially induced El Nino of 1982-83 was a case in point, causing drastic weather upsets worldwide for a year or more.

The last decade has seen weather so anomalous that it could only occur once in 1200 years by chance. It has not been due to normal chance, but by Soviet weather engineering, particularly since the advent of the Woodpecker transmitter complexes.

8.     attack personnel on land and sea by direct destruction of their nervous systems with an internally induced strong EMP,
9.     disrupt the operation of distant facilities, equipment, and personnel or destroy food crops in large areas by severe cold or severe heating, or even startling oscillation between the two.
In addition, the scalar aspects of the Woodpecker transmitters can be beamed through the earth and ocean as surface waves or at a given depth to intersect at a distant region. This mode can be used to
10. cause distant earthquakes in a distant fault zone by depositing energy in the rocks there, increasing the plate stress until slippage occurs at a fault zone,
11. cause large, anomalous rocking of an entire plate or large area, by depositing and extracting energy from alternate areas, causing buckling of the large rock plate,
12. set up an interference grid under the water, so that underwater submarines can be detected, tracked, and destroyed on station and with their missiles still unfired,
13. attack naval vessels and task forces through the water and through their hulls, without warning,
14. attack missile silos and nuclear storage sites „before launch“, directly through the earth itself,
15. initiate the full nuclear explosion of implosion-type nuclear warheads on-board missiles on station,
16. initiate full nuclear explosion of implosion-type nuclear warheads in storage sites and ready reserve,
17. destroy seaborne and ocean-bottom-mounted mines and underwater sensors, even including entire „fields“ of them,

19. „pump“ the electrical grounding of distant electrical power distribution and generation systems so that the system catastrophically fails,

All in all, the woodpecker transmitter complexes and other associated scalar EM weaponry are most useful in the major missions required in war.

There has been a suspicious increase in frequency of otherwise very rare category 5 hurricanes. Before hurricane Andrew (1992, apparently a time when scalar technology was available) there were only two recorded category 5 hurricanes in the U.S.A. Katrina is actually moe than category 5; it is category 5+ (the scale has no category 6). It originated as a small medium hurricane, but suddenly and inexplicably over the Gulf of Mexico it exploded into a monster of category 5 (allegedly due to the „warm Gulf waters“ that have never behaved this way any time before). Then, the next item of suspicion is the target: New Orleans, shaped like a basin and beneath sea level, also conveniently a center of oil refining for the U.S.A. and located near the Gulf of Mexico oil production.

The oil price has risen steeply over $70 dollars a barrel due to the hurricane Katrina news reports. The city is being evacuated, a large volume of domestic American crude oil and gas production has been shut down.

Even the federal government got into the act, with three decades of ill-fated research called "Project Stormfury" before shelving the idea of weather modification in the 1980s.
But dozens of ideas — part hope, part fantasy — continue to crop up among weather wonks, Internet bloggers and others who think they have come up with a way to spare coastal residents the misery of hurricanes.
Suggestions have included coating the surface of the water with olive oil; towing an iceberg down to Florida to cool down the water temperature; or building large fans on the coast to blow away approaching storms.
"And then there was a guy who called and said he could pray them away," said Hugh Willoughby, a research professor with the International Hurricane Center at Florida International University.
By far the most outlandish proposal, and one of the most recurrent, was the idea to use a nuclear warhead to blow a hurricane out of the water.
"Hurricanes are bad enough without being radioactive," Willoughby said. "Put that genie back in the bottle. Nuclear weapons are more dangerous than hurricanes."

Still, one South Florida businessman thinks he has a winning idea — flying a Boeing 747 into the monster storm, where it would hit it with tons of super absorbent powder, literally sucking it dry and breaking it apart.
Only a test will determine if it is a flight of fantasy, and there are no plans to try the process on the approaching Hurricane Ivan.
But businessman Peter Cordani, chief operating officer of Dyn-O-Mat, a company that sells environmental absorbent products, thinks he can knock down a storm by one or two categories.

The government's Atlantic Oceanographic and Meteorological Laboratory describes the proposal as a long-shot: Any effect of the absorbent powder would be small, and require thousands of tons of goop, flown into the storm in hundreds of sorties every half hour or so.
Willoughby said the project would be "hugely expensive for not much benefit."
"It would really take all of the military heavy-lift aircraft that the United States has to carry the material, and there would be a major air traffic control problem around the eye," he told the AP last year.
The government suggests that amateur hurricane busters focus their energy on more realistic goals — enforcing building codes, educating the public about preparedness and helping poorer nations prepare for the storms.

UNDERSTANDINGS REGARDING THE CONVENTION
Understanding Relating to Article I
It is the understanding of the Committee that, for the purposes of this Convention, the terms, "widespread", "long-lasting" and "severe" shall be interpreted as follows:

(a) "widespread": encompassing an area on the scale of several hundred square kilometres;
(b) "long-lasting": lasting for a period of months, or approximately a season;
(c) "severe": involving serious or significant disruption or harm to human life, natural and economic resources or other assets.

It is further understood that the interpretation set forth above is intended exclusively for this Convention and is not intended to prejudice the interpretation of the same or similar terms if used in connexion with any other international agreement.
Understanding Relating to Article II
It is the understanding of the Committee that the following examples are illustrative of phenomena that could be caused by the use of environmental modification techniques as defined in Article II of the Convention: earthquakes, tsunamis; an upset in the ecological balance of a region; changes in weather patterns (clouds, precipitation, cyclones of various types and tornadic storms); changes in climate patterns; changes in ocean currents; changes in the state of the ozone layer; and changes in the state of the ionosphere.
It is further understood that all the phenomena listed above, when produced by military or any other hostile use of environmental modification techniques, would result, or could reasonably be expected to result, in widespread, long-lasting or severe destruction, damage or injury. Thus, military or any other hostile use of environmental modification techniques as defined in Article II, so as to cause those phenomena as a means of destruction, damage or injury to another State Party, would be prohibited.
It is recognized, moreover, that the list of examples set out above is not exhaustive. Other phenomena which could result from the use of environmental modification techniques as defined in Article II could also be appropriately included. The absence of such phenomena from the list does not in any way imply that the undertaking contained in Article I would not be applicable to those phenomena, provided the criteria set out in that article were met.

Article I
1. Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.
2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organiza-tion to engage in activities contrary to the provisions of paragraph 1 of this article.
Article II
As used in Article I, the term "environmental modification techniques" refers to any technique for changing -- through the deliberate manipulation of natural processes -- the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.

KULA LUMPUR -- Malaysia's war on smog is about to get a new twist. The government wants to create man-made cyclones to scrub away the haze that has plagued Malaysia since July. 'We will use special technology to create an artificial cyclone to clean the air', said Datuk Law Hieng Ding, minister for science, technology and the environment. The plan calls for the use of new Russian technology to create cyclones -- the giant storms also known as typhoons and hurricanes -- to cause torrential rains, washing the smoke out of the air. The Malaysian cabinet and the finance minister have approved the plan, Datuk Law said. A Malaysian company, BioCure Sdn. Bhd., will sign a memorandum of understanding soon with a government-owned Russian party to produce the cyclone.

Datuk Law declined to disclose the size of the cyclone to be generated, or the mechanism. 'The details I don't have', he said. He did say, though, that the cyclone generated would be 'quite strong'. Datuk Law also declined to disclose the price of creating the cyclone. But, he said, Malaysia doesn't have to pay if the project doesn't work.
